1. Jointing torque: 5 Nm
2. Jointing torque: 20 Nm
3. Angle of rotation: 70°

I presume you are referring to the connecting rod bolts:

Since there are 4 rods, there are 8 rod bolts that need torqued.
step 1 is to torque all 8 bolts to 5 Nm (newton-meters) with is equivalent to 3.69 ft-lbs
step 2 is to torque all 8 bolts to 20 Nm (newton-meters) with is equivalent to 14.75 ft-lbs
step 3 is to turn each bolt an additional 70 degrees which is 20 degrees less than a quarter turn (use a tool like this)
step 4 is to turn each bolt an additional 70 degrees again.
