Will it fit an Mk. 1 mini? Are the speaker holes pre-cut? Are mounting hardware and/or instructions included? I don't think my car came with any capability to install speakers.

Yes, it should fit the early Minis. It's pre-cut for 6x9 speakers but doesn't come with mounting hardware. It's just a board, nicely finished and cut to fit the area under the seats. Installation of speakers and the board itself is up to you.
