This is the dry suspension type bump stop with 2 threaded retaining bolts - take 1/4"-28 nuts. Mounted on the subframe these rubber stops not only can make the ride more confortable but can also prevent you from bottoming out and destroying your shocks.
These were replaced by a single bolt type on MK4 cars from 1976 on - see FAM2764.
