Dad just gifted me his 67 cooper and said a spring kit or coil over kit would be an upgrade worth doing over replacing rubber cones. Trying to modernize as much as possible without pissing dad off as he is a ‘purist’.

From a technical standpoint the coils are a direct replacement for the cones and thus no additional part are "needed"! While it is possible to make your own tool, to be honest it is not practical.
