The Morris Minor has been used for lots of things and been converted into many variations but one of the things most constant is the rear bumper. The mounting studs for this piece of chrome protrude thru the rear body panel. In order to keep the proper finished look, these holes should be covered up. AND they were never painted body color (most body shops fail to remove these before painting. These black rubber pieces are easy to install and thus should be maintained (and replaced) even if they are simply cracked and old! Two (2) required per car and used on the rear bumper only.

The Ferrule you're showing is for ft and rear?.. I have a 1960 convertible Morris Minor 1000

Those are only used on the rear bumpers, not the fronts, of the sedans and convertibles.
