Hey, I won an ebay auction by this guy for a red '81 mini. Saw the price and thought why not. I haven't paid him a dime since I did my research and found this thread. Looks like I should avoid him completely?

Some of Bills previous customers have been shade unhappy with their purchases, and one of the more infamous ones was nicknamed the Hairlip (not harelip as that would be offensive) as the Mk2 bonnet on a Mk1 grille made it look like it had a moustache.
20 years is bit optimistic, more like 15, though it must be approaching 18 or 19 since Bill had his appointment with the tyre iron.

Mountain Minis "includes" shipping to the USA in his prices, which is why so many end up getting seized - one look at his stuff and it's obvious he's preying on the unknowledgable.

I wondered if the time limit Ebay poses for feedback was part of the answer to my question, and apparently it is.  If I were a purchaser, though, I'd still approach Ebay.  For one thing, Ebay is VERY unhappy when people use the site to advertise, but then complete the sale off-site, as you suggest this seller does.  That is against their terms, and they will pull selling privileges for it.  It's worth a shot, if for no other reason than that it might prevent others from being suckered in.  I still get a daily feed of new classics on Ebay, and was tempted by his listings before I found my car from a US seller.  

I'm guessing your references to "1963" refer to someone else's comments, as that was not part of my post.  You guys seem to talk in code half the time, so it's sometimes hard for a newcomer to figure out what's going on!  

daff..  the reason that david ellsion has perfect score on ebay. com is that he ALWAYS sells the cars to the USA, and mexico.. OUTSIDE of ebay.. and gets customer to pay with wire transfer and does NOT let customer use paypal.com or their Credit cards. and does NOT ship cars for about 2 months.. so that the customer  can NOT stop payment on their Paypal or CC account if car is SEIZED by CBP.. I know of least 2 dozen cars that have been SEIZED by  Customs in the USA and mexico. and sure this is just the tip of iceberg..  the modern day bobby pack.  as for 1963..do really want  to dig up some dirty laundry from OVER 20 years ago ?? Guess we might as well. talk about who REALLY killed JFK.. ??

Why should a seller be penalised because the purchaser later finds out that something the purchaser wants to do with the car is illegal in another country??

This is quite a sad tale.  Serious question here--if this seller's cars aren't legal to import and are being turned away at the port, why isn't he getting negative feedbacks?  While there haven't been that many sales in the past year, he has a 100% positive FB score.  For that matter, why hasn't a neg been filed in this specific case?  (I've been an Ebay seller for the better part of 20 years, with many thousands of sales, so I know my way around the site.)  Generally, Ebay will side with the buyer, especially if there's been a legal issue.  Has Ebay been approached for help?

As for having everything OEM, isn't that kind of ridiculous on a used car of that age?  My 2015 MINI was two weeks old when a rock chip took out the windshield.  That sort of thing happens all the time--why aren't allowances made for that sort of thing on a classic car, especially on safety-related or wear items such as glass, seat belts, etc.  Or is the real issue in this case because the car in this thread so radically modified?

It will be a while before I want to send it (she is only 11), and I was thinking of the Mexican idea, maybe even driving it to the port in Peru as a tourist, then out, etc. Obviously I still need to figure out a lot of things, but have a few years to do it. Maybe Trump can eliminate some of these stupid regulations too.
